Facilities Services Administrator III RESPONSIBILITIES & DUTIES:
Leads and manages the operational functional units in the department of Facilities Services which includes Trades, Custodial, and Grounds.
Provides leadership for the university in all aspects of operations and maintenance of the campus, conceptualizes campus growth and plans for needed minor capital project funding, and provides scheduling and funding recommendations.
Effectively integrates and coordinates the departmental activities to support long and short-term goals and university functions.
Leads the development and preparation of the campus five-year forecast capital improvement and deferred maintenance program and ensures compliance with CSU System, local, state, and federal mandates related to the physical plant operations of the campus.
Delegates, directs, and coordinates the day-to-day operations through several managers of the various maintenance and operations areas of Facilities Service in compliance with CSU standards and collective bargaining unit agreements.
Provides advice and counsel to FS administrators and staff and sets FS standards and procedures to support the University within the resources allocated.
Works with FS directors and managers to develop and manage departmental budgets with performance measures aligned with established targets, FS strategic and annual work plans, and KPI's.
FS is composed of the following major functional areas:
Operations, Grounds, Custodial, Logistics, Administration, Energy/Sustainability and Planning, Design and Construction.
The Director is responsible for operational maintenance and repair of all buildings, mechanical systems, infrastructure, special repairs, renovation, and deferred maintenance; landscaping the main campus and maintenance of all campus lands (approximately 1,200 acres); and for custodial services.
Responsible for coordinating with the Administrative Manager in managing all Operations budgets, employee timekeeping, and liaising between FS employees and Human Resources.
Directs management and leadership of Trades staff.
Administers code/regulatory required and manufacturer recommended preventative maintenance program.
Coordinates data collection and maintenance records of permits to operate for pressure vessels, fuel use, elevator permits, fume hoods, fire suppression and detection systems, and manages violations.
Oversees the preparation of estimates, proposals, and detailed schedules for maintenance and repair projects, ensures completion of all work is within scope, schedule, and budget.
Monitors various vendor contracts, including, but not limited to fire life safety, hazardous waste and abatement, and elevator services and inspection.
Ensures continuous operation of all utility systems (HVAC, potable and reclaimed water distribution, storm water and sanitary sewer systems, electrical distribution systems, steam systems, hot water boilers, refrigeration systems, and other similar systems and equipment).
Ensures various trades areas are adequately staffed with qualified skilled crafts personnel.
Performs employee counseling, schedules performance evaluations in accordance with Collective Bargaining Agreement requirements, and provides professional training and development for staff.
Develops departmental procedures, plans, and best practices.
Serves on committees both on campus and system wide.
Coordinates with campus architect, inspector, State Fire Marshal, Environmental Health and Safety, and others within the campus community to ensure proper coordination and communication.
Prepares and tracks audit responses for various agencies.
Provides building and infrastructure assessments to determine renewal needs and cost projections and submits annual renewal and forecasting reports to the Chancellors Office.
Performs other related duties as assigned.
REQUIREMENTS OF POSITION:
Bachelor's degree in related field and ten years of experience in Facilities Operations, Physical Plant, or similar field is required.
Equivalent combination of experience may be substituted for education, a background in higher education facilities management and planning is desirable.
Must demonstrate the experience, ability, and skills to plan and supervise the work of others; make sound decisions and recommendations; use good judgement in respect to staffing, planning, budgeting, organizing, and carrying out the fiduciary responsibilities of the position.
Proficiency in the use of computers and software programs, including demonstrated proficiency with computerized inventory systems and Microsoft Excel.
Must be able to establish and maintain cooperative working relationships campus wide and foster effective customer service.
Must be able to interact and communicate with the public, management, staff, and co-workers.
Must possess a valid California driver's license in good standing for the operation of any vehicle or equipment and demonstrate the ability to successfully complete the Defensive Driver Training Program.
Must interpret a wide variety of written rules and regulations.
Must be able to accommodate a work schedule that varies according to operational needs which may include evening and weekend hours.
Work may involve exposure to hazardous materials.
A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.
The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.
Hiring Salary:
$9,000 - $11,250 Per Month.
Estimated Salary: $20 to $28 per hour based on qualifications.
